Public Sector Equality and Human Rights Duty

The Public Sector Equality and Human Rights Duty (known as the “Public Sector Duty”) is set out in Section 42 of the Irish Human Rights and Equality Commission Act 2014. It requires a public body, in the performance of its functions, to have regard to the need to:

  1. eliminate discrimination;
  2. promote equality of opportunity and treatment of its staff and the persons to whom it provides services, and
  3. protect the human rights of its members, staff and the persons to whom it provides services.

Public bodies are required to set out in a plan an assessment of the human rights and equality issues it believes to be relevant to its functions and purpose and the existing or proposed actions to address those issues.

The preparation work for a Public Sector Duty Strategy & Action Plan for Tipperary County Council is underway and the assistance of staff and the general public is now being sought. The final Plan will set out the Council’s core public sector duty values; the key equality and human rights issues relevant to the Council’s purpose and functions; and the actions in place or to be undertaken to address those issues.
