- Secondary internal access road extending south from permitted primary two-lane access road (Plan. Reg. Ref. No.: PT8TT330) to a new primary surface car parking area;
- Dedicated plaza area with 2 no. feature structures framing permitted site access at new four-way signal-controlled traffic junction with pedestrian/cycle access (Plan. Reg. Ref. No.: PT8TT330) from the of the N62 (Roscrea Road);
- Widening of access from 2m to 3m and the provision of feature pedestrian/cycle access structures at 2 no. permitted new shared pedestrian/cycle access points through existing boundary wall (Plan. Reg. Ref. No.: PT8TT330) running alongside the western edge of the N62 (Roscrea Road);
- Secondary internal access road extending north from permitted primary two-lane access road (Plan. Reg. Ref. No.: PT8TT330);
- Foul rising main sewer connecting from permitted below-ground Foul Pumping Station with above-ground control kiosk (Plan. Reg. Ref. No.: PT8TT330), following a route through Lakeside Pitch and Putt Club, J.K. Brackens GAA Club and Town Park, connecting to existing Uisce Éireann foul infrastructure at Main Street; and
- Hard and soft landscaping with associated public realm, ancillary and associated site services (incl. shared pedestrian/cycle paths facilitating permeability, public and site lighting, SuDS surface water drainage system comprising a variety of measures incl. swales/detention basin and connecting to new surface water manhole at permitted detention pond, hydrobrake, and connection to existing open drain (Plan. Reg. Ref. No.: PT8TT330), and all other associated site development works above and below ground level.
The development has been the subject of an Appropriate Assessment screening in accordance with Article 6(3) of the EU Habitats Directive (Directive 92/43/EEC) and Article 250(1) of the Planning and Development Regulations 2001, as amended. The Appropriate Assessment screening concluded that the proposed development would not be likely to give rise to significant or indeterminate impacts on any Natura 2000 site.
Having regard to the information specified under Schedule 7A of the Planning and Development Regulations 2001, as amended, and based on an examination of the nature, size and location of the development, it is determined that there is no real likelihood of significant effects on the environment arising from the proposed development, and an Environmental Impact Assessment (EIA) is not required. All potential effects identified are temporary, construction-phase in nature, localised, low in magnitude, and fully controllable through the measures set out in the outline Construction Environmental Management Plan (OCEMP) and supporting technical reports. No pathways for significant effects on population, biodiversity, water, landscape, soils, cultural heritage, material assets, or human health have been identified.
