The proposed development will consist of upgrading the cycling and pedestrian facilities for enhanced pedestrian and cyclist access along the R707 Davis Road and R884 Anglesea Street in Clonmel, Co. Tipperary. The proposed active travel project includes the full extent of Davis Road and Anglesea Street, a distance of approximately 2.5km. The scheme includes one-way cycle facilities, on both sides of the road, from the Moangarriff Roundabout on Davis Road and extends to the Parnell Street and Anglesea Street junction, west of Davis Road. Two-way cycle facilities are proposed on the east side of Anglesea St. which will connect to the Suir Blueway at the Angleasea St. and New Quay Junction.
The one-way cycle facilities consist of 2m cycle tracks (reduced to 1.75m at some specific pinch points locations), including a buffer area of minimum 0.5m, mostly with grass, separating cyclists from the carriageway where possible. The two-way cycle facilities consist of 2.75m cycle tracks.
Nature and extent of the proposed development is as follows:
- Improved pedestrian facilities.
- Improved cycling infrastructure through the provision of new segregated cycle tracks.
- Improvement of the layout of the Showgrounds and Silversprings Roundabout.
- Controlled and uncontrolled pedestrian and cyclist road crossings.
- Reduction in junction widths to reduce crossing times and distances.
- Safe and convenient crossings at each roundabout / junction along the cycle route.
- Public lighting improvements.
- Installation of road markings and signage.
- Surface water drainage system.
- Hard and soft landscaping.
- Upgrading all existing bus infrastructure along the route.
- All site clearance works associated with the proposed development and all associated drainage and site works.
- All associated site and ancillary works.
The Proposed Development includes upgrades of the public realm to the front of a number of sites on the National Inventory of Architectural Heritage and the Tipperary County Council Record of Protected Structures. There will be no direct impact on these structures.
The development has been the subject of an Appropriate Assessment (AA) screening in accordance with Article 6(3) of the EU Habitats Directive (Directive 92/43/EEC) and article 250(1) of the Planning and Development Regulations 2001 as amended. The Appropriate Assessment screening concluded that the proposed development would not be likely to give rise to significant or indeterminate impacts on any Natura 2000 site.
In accordance with Article 120(1)(a) of the Planning and Development Regulations 2001, as amended, the Planning Authority has carried out a screening for Environmental Impact Assessment (EIA) of the proposal. Having regard to the information specified under Schedule 7A of the Planning and Development Regulations 2001, as amended, and based on an examination of the nature, size and location of the development, it is determined that there is no real likelihood of significant effects on the environment arising from the proposed development, and an Environmental Impact Assessment (EIA) is not required.
