Pursuant to the requirements of Part 8 of the Planning and Development Regulations 2001, as amended, Tipperary County Council hereby gives notice that it intends to carry out the following development:
Description: The proposed Part VIII seeks consent for the following 1. Demolition/removal of disused abattoir building totalling some 111.18 sq m;
2. New four-way signal-controlled traffic junction with shared pedestrian/cycle crossings, replacing the existing three-way priority junction of the N62 (Roscrea Road) with Oakdale Park;
3. A primary two-lane access road (6m wide carriageway approx. 250m in length with turning head), with shared pedestrian/cycle paths either side of access road;
4. 2 no. internal secondary junctions (6m wide carriageway each) to facilitate future Templemore Demesne Masterplan development;
5. Dedicated internal shared pedestrian/cycle route with 2 no. new shared pedestrian/cycle access points through existing boundary wall running alongside the western edge of the N62 (Roscrea Road);
6. New below-ground Foul Pumping Station with above-ground control kiosk, hardcore surfaced maintenance access road, foul rising main and new gravity foul sewer extending to connect to existing foul sewer along the N62 (Roscrea Road);
7. Decommissioning and diversion of existing surface water sewer to new surface water sewer discharging to existing open drain;
and
8. New hard and soft landscaping with associated public realm (incl. repairing of parts of the revetment wall of the Lady's Walk), and all other ancillary and associated site services and development works above and below ground level (incl. public and site lighting, new watermain and new SuDS surfacewater drainage system comprising a variety of measures with swales/detention basin and hydrobrake discharging to existing open drain).
The development has been the subject of an Appropriate Assessment screening in accordance with Article 6(3) of the EU Habitats Directive (Directive 92/43/EEC) and Article 250(1) of the Planning and Development Regulations 2001, as amended. The Appropriate Assessment screening concluded that the proposed development would not be likely to give rise to significant or indeterminate impacts on any Natura 2000 site.And
Having regard to the information specified under Schedule 7A of the Planning and Development Regulations 2001, as amended, and based on an examination of the nature, size and location of the development, it is determined that there is no real likelihood of significant effects on the environment arising from the proposed development, and an Environmental Impact Assessment (EIA) is not required. All potential effects identified are temporary, construction-phase in nature, localised, low in magnitude, and fully controllable through the measures set out in the outline Construction Environmental Management Plan (OCEMP) and supporting technical reports. No pathways for significant effects on population, biodiversity, water, landscape, soils, cultural heritage, material assets, or human health have been Identified.
